Leaders from government, business, civil society and international organisations will gather from 2-3 May 2018 in Lisbon, Portugal for the fourth Sustainable Energy for All Forum.

The 2018 Forum, “Leaving No One Behind”, will take place at a pivotal juncture for accelerating progress on global sustainable energy goals – under Sustainable Development Goal (SDG) 7 – and the Paris Climate Agreement. At stake are significant populations that are missing out on education, health, jobs and broader economic opportunities because they do not have access to clean, affordable energy. Closing these energy gaps – especially for ‘last mile’ populations – is the Forum‘s imperative.

The agenda will focus on sharing the latest evidence of scalable innovations in providing electricity access, accelerating renewable energy and improving energy efficiency in all corners of the world. It will shine a spotlight on the urgency for bringing affordable, reliable, sustainable and modern energy to under-served populations, communities and regions that are at risk of being left behind in the global clean energy transition. These populations are especially vulnerable to energy poverty, climate impacts and other extreme economic challenges; yet they also lack a voice, finance and political capacity for changing their situation.

How can small-scale renewable energy projects adapt and plan for national grid expansion? What will become of these stand-alone renewable energy systems or micro-grid solutions? Will they sustain and survive? Can and shall they become connected to the grid? What are preconditions and challenges? And how can communities with off-grid systems best plan and prepare for this possibility?

In principle, off-grid mini-grids powered by micro-hydro, solar PV or by combination of renewable energy technologies (hybrid generation) can be connected to the national grid. However, many technical, regulatory, and management challenges remain. For other solutions, such as solar home systems, the question is whether they are sustainable and might be a good and independent alternative to the grid – especially if the grid does not offer stable service. In the worst case, however, the grid's arrival can lead to the abandonment of off-grid systems and a loss not only of the financial and resource investments, but possibly also of jobs, technical know-how, and autonomy.

What will become of these stand-alone renewable energy systems or micro-grid solutions? Will they sustain and survive? Can and shall they become connected to the grid? What are preconditions and challenges? And how can communities with off-grid systems best plan and prepare for this possibility?

Demonstrating The Potential Of Integrating A Micro Hydro Solar Hybrid System With The National Grid

Access to reliable electricity makes a significant contribution to better living conditions, sustainable development and economic growth in rural areas. Lack of access has negative impacts on education, health, employment and irrigation – affecting many aspects of life and livelihood. Micro grids are often use to bring electrification to remote rural areas in developing countries; they usually use local renewable energy sources, such as solar, wind, hydro or biomass. Micro grids often operate in isolation from the central grid or are off-grid, but the extension of central grids to rural areas provides opportunities to interconnect existing micro grids with national or regional electricity infrastructure.

In India, evidence shows that villagers often choose to adopt a connection to the grid. Interconnection of the micro-grids with the national grid can offer local people a more reliable electricity supply, can ensure the sustainability of micro-generation systems and may provide an opportunity for operators or the local community to increase revenue by selling surplus electricity to the utility company.

WISIONS' project partners Ashden India Renewable Energy Collective (AIREC) have completed their activities, which started in October 2015. These included:

  • Successful awareness-raising activities within the communities
  • The technical assessment of an existing micro hydro plant
  • The design and supply of a 5 kW solar PV power plant
  • Various civil works (renovation of micro hydro plant, installation/connection of solar PV power plant)
  • The design and supply of an intelligent circuit controller system (managing the available electricity)
  • The connection to a 415 V Main Board to support grid connectivity

This is the first project of its kind in India (integrating a very small hydro project with a) solar technologies and b) the national grid). The successful demonstration of this system will facilitate the replication of such plants in other states in India.
